It shares land borders with Sweden to the west, Russia to the east, and Norway to the north while Estonia lies to its south. Finland is a parliamentary republic consisting of 19 regions and 310 municipalities. The capital and largest city is Helsinki. Other major cities are Espoo, Vantaa, Tampere, Oulu and Turku.
